Strong quake shakes Japan's Fukushima (AFP)

TOKYO (AFP) ? A strong 6.4-magnitude earthquake struck off northeast Japan's Fukushima region, home to a crippled nuclear power plant, but there was no risk of a tsunami, seismologists said.

The tremor at 3:54 am on Sunday (1854 GMT Saturday) injured seven people but caused no damage to the Fukushima Daiichi plant, which was ravaged by a 9.0 quake and ensuing tsunami in March, the national Fire and Disaster Management Agency said.

In the city of Hitachinaka, a 60-year-old man broke his wrist when he was jolted off his bed by the tremor, media reports said. Two elderly women, aged 69 and 90, were hurt when they fell over at their homes in Koriyama.

The Japan Meteorological Agency said the tremor was presumed to be an aftershock of the March 11 quake.

"Aftershocks of the massive earthquake are still continuing actively," Akira Nagai, director of earthquake and tsunami monitoring at the agency, told a news conference.

The quake was centred in the Pacific around 100 kilometres (60 miles) south-southeast of Fukushima city, the agency and the US Geological Survey said, at a depth of about 40 kilometres.

The March disaster left more than 20,000 people dead or missing on the country's northeast coast, and the damaged nuclear plant leaking radioactive substances from its reactors.

Japan, located at the junction of four tectonic plates, experiences 20 percent of the strongest quakes recorded on Earth each year.

Official: Suspension unrelated to polar bear paper (AP)

JUNEAU, Alaska ? The recent suspension of Alaska wildlife biologist Charles Monnett is unrelated both to an article that he wrote about presumably drowned Arctic polar bears and to his scientific work, a federal official said Friday.

The director of the U.S. Bureau of Ocean Energy Management, Enforcement and Regulation, told agency staff in Alaska via email that it instead was the result of new information on a separate subject that was recently brought to officials' attention.

The email, written by Michael Bromwich, was obtained by The Associated Press.

The Anchorage-based Monnett was placed on administrative leave July 18, pending final results of an inspector general's investigation into "integrity issues."

Monnett coordinated much of the agency's research on Arctic wildlife and ecology and had duties that included managing about $50 million worth of studies, according to a complaint filed with the agency. The complaint was filed on his behalf by the watchdog group, Public Employees for Environmental Responsibility.

A memo dated days before July 18, sent to Monnett by contracting officer Celeste H. Rueffert, said that information raised by the investigation "causes us to have concerns about your ability to act as the Contracting Officer's Representative in an impartial and objective manner on the subject contract."

That same day, July 13, a stop-work order was issued for a polar bear tracking study, entitled "Populations and Sources of Recruitment in Polar Bears."

The memo was provided by the watchdog group.

A message was left for Monnett on Friday. An agency spokeswoman declined to speak about the stop-work order.

Spokeswoman Melissa Schwartz said Thursday that all the scientific contracts previously managed by Monnett are being managed by other agency scientists.

Bromwich, in the email, addresses the speculation about Monnett's case. He said there's been no "`witch hunt' to suppress the work of our many scientists and discourage them from speaking the truth."

He added later: "Please be assured that you have my full support and that I look forward to working with you in the weeks and months ahead."

Documents provided by the watchdog group showed questioning by investigators earlier this year focused on the polar bear observations that Monnett and researcher Jeffrey Gleason made in 2004. But the group's executive director, Jeff Ruch, said investigators have not yet told Monnett of the specific charges or questions related to the scientific integrity of his work.

According to a transcript, provided by Ruch's group, Ruch asked investigator Eric May, during questioning of Monnett in February, for specifics about the allegations. May replied: "well, scientific misconduct, basically, uh, wrong numbers, uh, miscalculations."

"This just gets more curious and curious," Ruch said Friday. He said he'd spoken with Monnett "almost every day," since the situation arose earlier this year, including Friday. He said Monnett had "no ideas" about why he'd been placed on leave.

"We'll keep digging," Ruch added.

Monnett and Gleason were conducting an aerial survey of bowhead whales in 2004 when they saw four dead polar bears floating in the water after a storm. They detailed their observations in an article published two years later in the journal Polar Biology.

In the peer-reviewed article, they said they were reporting, to the best of their knowledge, the first observations of the bears floating dead and presumed drowned while apparently swimming long distances.

Polar bears are considered strong swimmers, they wrote, but long-distance swims may exact a greater metabolic toll than standing or walking on ice in better weather.

They said their observations suggested the bears drowned in rough seas and high winds. They also added that the findings "suggest that drowning-related deaths of polar bears may increase in the future if the observed trend of regression of pack ice and/or longer open water periods continues."

The article and presentations drew broad attention and helped to galvanize the global warming movement.

Debt Crisis Shows Lack of Leadership by Obama (ContributorNetwork)

COMMENTARY | President Barrack Obama has allowed this debt crisis to reach the boiling point through a lack of leadership and a lack of presidential presence. The U.S. House of Representatives and the U.S. Senate has no respect for Obama and as this contrived crisis reaches the deadline, we will soon find out if this president has anything up his sleeve.

Obama's speech to the nation, the text posted by the Associated Press, does not give any solution to end the perceived debt crisis and the speech does not specify any spending cuts. Obama's speech represented only one stance, raise the debt ceiling so the United States can pay their bills.

Both sides of Congress are coming apart at the seams. John McCain is calling members of his own party trolls and Harry Reid is being obstinate by risking the United States credit rating. The sad fact is, the decision to lower the credit rating is already made and the U.S. now has nothing to lose by temporarily shutting down the federal government.

The reason the politicians on the hill do not want the federal government to stop business for a week or two is because the American public will find out how much they do not need the federal government. A $14 trillion debt will disappear in no time if we suspend federal offices in nonessential branches of the government.

Let's face it, if a government agency goes off-line Aug. 2, then the country can do without the office forever more than likely. This is why 20-year career politicians in the House and Senate are in full panic mode. They know we do not need them or the trillions of dollars of wasteful spending.

The Cut, Cap and Balance bill introduced by Speaker John Boehner and passed in the House is the right solution for the future of the United States. The debt ceiling crisis is another made up crisis by U.S. politicians to keep doing what they have always done, spend taxpayer dollars and reward their cronies who placed them in office. Now is the time to send a message. Stop government waste by shutting down the government and don't restore non-essential services after the stoppage ends.

World's largest radio telescope gears up in Chile (AFP)

SANTIAGO (AFP) ? The world's largest network of radio telescopes is ready to begin the first phase of operations in northern Chile's Atacama Desert, an observatory announced Thursday.

The ALMA complex, under construction for over a decade, received on Wednesday the 16th of 66 total antennas, enough to "begin its first science observations, and is therefore an important milestone for the project," said the European Southern Observatory, which operates Chile's Paranal observatory.

Antenna 16, measuring 12 meters (40 feet) in diameter and weighing nearly 100 tons, is the first European contribution to the Atacama Large Millimeter/submillimeter Array project as part of a collaboration with United States and Japan.

It was delivered at the Chajnantor plateau, 5,000 meters (16,400 feet) above sea level, where it joined antennas from the other international ALMA partners. The European AEM Consortium, under contract from ESO, manufactured the antenna.

"ALMA's Early Science observations are planned to begin later this year. Although ALMA will still be under construction, the 16-antenna array that will be available already outmatches all other telescopes of this kind," ESO said in a statement.

Astronomers from around the world have submitted nearly a thousand proposals for the first scientific observations -- about nine times the number of observations expected to be performed during the early phase, it said.

The first antenna was installed in September 2009. Construction of the radio telescopes is expected to end in 2013 with 66 state-of-the-art antennas in place working together as one powerful telescope to study the origin of planets, stars, galaxies and the universe.

When it reaches full operational capacity, ALMA will have a resolution 10 times greater than the Hubble Space Telescope.

The program has an estimated budget of $600 million.

Impasse over FAA continues (Politico)

Unions and the Obama administration pressed Congress Wednesday to reauthorize funding for the Federal Aviation Administration, urging lawmakers to end a five-day partisan stalemate that has put thousands of FAA employees on furlough, shut down dozens of airport construction projects nationwide and allowed airlines to pocket millions of dollars in uncollected ticket fees.

But House Republicans and Senate Democrats remained deadlocked over legislation that would keep the FAA operating over the long term, despite airline and construction workers lighting up the Capitol switchboard ? and scathing criticism from Transportation Secretary Ray LaHood. Neither side budged on a key sticking point in a pending reauthorization bill: a GOP-backed provision that makes it more difficult for airline industry employees to organize unions.

?Because some Republicans have refused to allow another clean extension of the FAA?s programs, we are inflicting real pain on real people,? said Sen. Jay Rockefeller IV (D-W.Va.) , chair of the Science, Commerce and Transportation Committee, pointing to roughly 4,000 FAA employees and thousands more construction workers who are temporarily jobless.

?People are suffering, small businesses are hurting, and we are losing jobs,? he said, noting that the FAA can?t collect federal airline ticket fees because of the shutdown. ?Even consumers are losing out on an airline ticket tax holiday as the majority of the airline industry has greedily chosen to pocket those revenues rather than reducing ticket prices. The damage we are doing to our aviation system is real, and if we fail to act in a timely manner, it may be so devastating as to be irreversible.?

But his Republican colleague, Sen. Orrin Hatch of Utah, said idled FAA employees and airport construction workers have no one to blame but Democrats and ?President Obama?s big union allies.? The bill that?s stuck in the Senate, he said, simply undoes a ?heavy-handed? ruling by the National Mediation Board that lowered the bar for workplaces to form unions.

Long-term funding authority for the FAA, passed during the Bush administration, expired in 2007, and Congress has bickered over new legislation ever since. Lawmakers have kept the agency running through a series of 20 short-term extension bills, but Congress missed the latest deadline, forcing the FAA to send some ?non-essential? employees home and halt upgrade projects at airports from coast to coast.

New Legislation Affecting Home Improvement Contractors - The Beebe ...

The Arkansas Residential Contractors Committee is the state board that licenses and regulates residential construction in Arkansas.?? During the last legislative session, Act 1208 was passed by the Legislator and signed by Governor Beebe, adding most contractors who perform work on single family residences over $2,000.00 (including labor and materials) to the residential licensure requirements
Prior to Act 1208, the Residential Licensing Law set out at Ark. Code Ann. ? 17-25-501, et seq., regulated only the licensure of ?residential building contractors? or general contractors building ?new construction? when the cost of the project is $20,000 or more.??? Act 1208 specifically adds ?Home improvement contractor? performing work on single family residences when the cost of the work, including labor and materials, is more than $2,000.00 (including labor and materials).
There are some important exemptions in the Act.? As before, owners are exempt from licensure when acting as the contractor in the construction of his or her residence unless he or she builds more than one residence during any calendar year.???? The Bill also exempts:

(1)?? Owners acting as his or her own home improvement contractor on his or her own property (note that the subcontractors working for the owner would not be ??? exempt)

(2)??? ?Subcontractors working for a licensed contractors and
(3)??? ?Contractors licensed by other licensing agencies or boards if the contractor is performing work within the scope of the license. For example, a plumber properly licensed by the Plumbing Board would not need a license from the Residential Contractors Committee to do plumbing work on a single family residence.? However, if that plumber also painted the house and the cost of that work was more than $2,000, labor and material, he would need a license for the painting work.
Therefore, if a contractor does work at a single family residence that is more than $2,000, labor and material, and does not fall within one of the exemptions, the contractor will need a license.? There will be a grandfathering period from July 27, 2011 until January 1, 2012.?? During this time, the Committee will grandfather any home improvement contractor who submits proof of appropriate experience in construction acceptable to the Committee.?? There will be no test requirement if a contractor becomes licensed within this period and the licensure process will generally be easier.?? If the contractor waits until after January 1, 2012, a test will be required, and the contractor will be required to go through the full application procedure.
All home improvement contractors performing work over $2,000.00 on single family residences and do not fall within one of the exemptions are required to be licensed by January 1, 2012.?? The penalty for not having a license after this date is $100 to $400 per day.??? Gridlock over raising debt limit weighs on stocks (AP)

NEW YORK ? The debt gridlock in Washington pulled stocks lower Tuesday. Industrial companies fell sharply after 3M and U.S. Steel reported weakness in TV sales and demand for steel.

Republican and Democratic lawmakers have offered competing proposals to avoid a catastrophic default on the government's debt. If an agreement is not reached by Aug. 2, the U.S. won't have enough cash to pay all its bills.

That could have a devastating effect on financial markets. The U.S. would likely lose its triple-A credit rating, causing interest rates to soar. Stocks could plunge.

Paul Zemsky, chief investment officer of multi-asset strategies at ING Investment Management, said a default could also cause Americans to lose confidence in the economy, causing them to put off major purchases such as buying cars and homes.

"Anything that shakes confidence right now is just bad for the economy," Zemsky said. "And this is just a big confidence-shaker."

The Dow Jones industrial average fell 56 points, or 0.5 percent, to 12,535. The Dow is headed for its third day of losses. The Standard & Poor's 500 index fell 2, or 0.2 percent, to 1,335.

The Nasdaq composite edged up 3, or 0.1 percent, to 2,846. Technology companies rose after Broadcom Corp. raised its revenue forecast for the third quarter on improving demand for its chips. Broadcom rose 10 percent, and rivals Advanced Micro Devices Inc. and Texas Instruments Inc. each edged up about 1 percent.

Strong earnings from Apple Inc., Microsoft Corp. and other major technology companies have made those stocks the market's best performers since the market hit a low in mid-June. The Nasdaq is up 8 percent since June 15, while the Dow is up 5.4 percent and the S&P 500 is up 5.6 percent.

More than half of the Dow's decline came from 3M Co. The stock fell 5.3 percent, the most of the 30 companies that make up the Dow average. The industrial giant, which makes Scotch tape, medical equipment and many other products, said the disaster in Japan and sinking demand for LCD televisions hurt its results. The company makes a kind of film that is used in producing the flat-screen TVs. Since it makes so many kinds of products, investors often see 3M's results as an indicator of how the whole U.S. manufacturing industry is doing.

UPS Inc., the world's largest package delivery company, fell 4 percent after warning that the "uneven economic environment" in the U.S. could affect its results. Its main competitor, FedEx Corp., fell 1 percent.

United States Steel Corp. also said it was seeing uneven economic conditions. The stock fell 9 percent after the company predicted that its earnings could fall in the third quarter.

AK Steel Holding Corp. fell 17 percent, the most of any company in the Standard & Poor's 500 index, after the company said it expects shipments to decline in the third quarter because of higher costs for raw materials.

Netflix Inc. fell 6 percent. The DVD rental and video streaming company's sales missed analysts' expectations late Monday. The company also said recent price changes could discourage some potential customers from subscribing.

L.A. Clippers' basketball clinics for kids to begin Monday - LA ...

LOS ANGELES - A series of 10 free basketball clinics for children ages 6 to 14 conducted by the Los Angeles Clippers will begin Monday at the Exposition Park Intergenerational Community Center.

There will be a maximum of 250 participants in each clinic -- 100 from the Los Angeles Department of Recreation and Parks day camp program and summer basketball leagues and 150 who registered in advance through the Clippers website, www.clippers.com, or by telephone at (310) 862-6031.

All participants must register in advance and complete a waiver. No walk-ups will be allowed.

All clinics will begin at 12:30 p.m. and consist of a half-hour welcome and warm-up period, followed by 2 1/2 hours of drills on basketball fundamentals. All participants will receive a T-shirt, gift bag and books at the end of the clinic.

Heart of last Austro-Hungarian heir buried (AFP)

PANNONHALMA, Hungary (AFP) ? The heart of the last heir to the Austro-Hungarian Empire, Otto Habsburg, was buried in an abbey in Hungary following lavish ceremonies in his honour.

An urn holding the heart of Habsburg, who died earlier this month at his Bavarian home aged 98, was buried in a family ceremony at the Benedictine Abbey of Pannonhalma in northwest Hungary, an AFP photographer said.

Earlier on Sunday, a mass was organised in his memory at Saint Stephen's Basilica in the heart of the Hungarian capital Budapest, in the presence of President Pal Schmitt and Prime Minister Viktor Orban.

On Saturday, political leaders and European royalty paid their last respects to Habsburg as he was buried at Vienna's Imperial Crypt.

Thousands of Austrians and tourists lined the streets of the historic city centre for the funeral, after a week of ceremonies honouring Habsburg.

Habsburg, who was exiled with his family after the fall of the Austro-Hungarian empire in 1918, was a strong proponent of Europe and served for 20 years as a member of the European Parliament.

Known abroad as Otto von Habsburg, he was just Otto Habsburg in Austria, after the state abolished his family's titles in 1919.

As well as being fiercely pro-European, Habsburg had a reputation for being an ardent anti-Nazi and anti-Communist.

In August 1989 he organised the "Pan-European picnic" near Hungary's border with Austria, during which some 700 East Germans were able to escape to the West, months before the fall of the Berlin Wall.

PM pushes trade in Nigeria, but scandal looms (AFP)

LAGOS (AFP) ? Prime Minister David Cameron visited Nigeria on Tuesday, pushing a message of trade and democracy before making an early return home to deal with the spiralling phone hacking crisis.

After talks with President Jacob Zuma in South Africa on Monday, Cameron flew in to Lagos at the head of a business delegation to call on Africans to use trade, aid and political reform to make the most of "Africa's moment".

The prime minister has cut short his day-visit to Nigeria, Africa's largest oil producer, to return home and deal with the phone hacking crisis, which has spiralled since he left London on Sunday afternoon with the resignations of two top policemen.

Despite the turmoil dominating the headlines at home, Cameron will continue his schedule as planned Tuesday morning, with a speech to university students, a trip to a vaccination clinic and talks with President Goodluck Jonathan.

In his speech, he will defend Britain's decision to spend 0.7 percent of gross national income on aid from 2013, and in particular its efforts to help those suffering from the drought in the Horn of Africa.

But he will argue that the fast-growing economies in Africa, coupled with an increasing shift towards democratic governments, presents a huge opportunity for the continent to stop relying on handouts.

"This can be Africa's moment. Africa is transforming in a way no one thought possible 20 years ago... and suddenly a whole new future seems within reach," he will tell students at the Pan African University in Lagos.

On a continent where China has overtaken traditional partners as the leading investor and trade partner, Cameron said British businesses must act to avoid missing "one of the greatest economic opportunities on the planet".

And he will appeal to the students, saying: "Today there are unprecedented opportunities to trade and grow, raise living standards and lift billions from poverty. So I urge you: seize these opportunities, grab them, shape them."

Cameron highlighted the progress of democracy in Africa, praising Jonathan on his victory in recent elections, viewed as the fairest in nearly two decades in Africa's most populous nation, though there were still major flaws.

But he said that it was now "time for the whole of Africa to meet the aspirations of people", and urged Africans to take action to ensure they have a bigger say in how their countries are run.

"These are the demands the people have made in Egypt, Tunisia and Libya. These are the demands that have propelled the Arab Spring," he will say.

"And these are the demands, which supported by a revolution in trade and enterprise mean Africa can seize its own moment of opportunity."

Security will be especially tight during Cameron's visit to Nigeria, with the country's north having seen almost daily bomb attacks and shootings in recent weeks blamed on an Islamist sect.

Lagos, the economic capital of some 15 million people located in Nigeria's southwest, has not been hit by such attacks.

Cameron will now arrive back in Britain late Tuesday, rather than early on Wednesday as planned, to prepare for a statement to the House of Commons on the phone hacking crisis, and to answer questions about his own role in the affair.

He is under increasing pressure over his decision to hire Andy Coulson, a former editor at the scandal-hit News of the World, which closed last weekend, as his media chief until January.

Coulson was arrested earlier this month over alleged hacking and police corruption, although he denies any wrongdoing.

Dem gov: To win in 2012, GOP wants to hurt economy (AP)

SALT LAKE CITY ? The head of the Democratic Governors Association is accusing GOP debt negotiators in Washington of trying to damage the economy so President Barack Obama will lose next year's election.

Maryland Gov. Martin O'Malley tells The Associated Press that Republicans are trying to steer the government toward default or higher unemployment so voters will blame Obama for a bad economy.

A Republican spokesman calls O'Malley's remarks a partisan rant.

He says moderate Republicans should call on GOP congressional leaders to make a deal to raise the government's borrowing limit before an Aug. 2 deadline to avoid a federal default.

O'Malley spoke on the sidelines of the National Governors Association meeting in Salt Lake City.
