Titanium paternity test fingers Earth as moon's sole parent

Thursday, March 29, 2012

A new chemical analysis of lunar material collected by Apollo astronauts in the 1970s conflicts with the widely held theory that a giant collision between Earth and a Mars-sized object gave birth to the moon 4.5 billion years ago.

In the giant-collision scenario, computer simulations suggest that the moon had two parents: Earth and a hypothetical planetary body that scientists call "Theia." But a comparative analysis of titanium from the moon, Earth and meteorites, published by Junjun Zhang, graduate student in geophysical sciences at the University of Chicago, and four co-authors indicates the moon's material came from Earth alone.

If two objects had given rise to the moon, "Just like in humans, the moon would have inherited some of the material from the Earth and some of the material from the impactor, approximately half and half," said Nicolas Dauphas, associate professor in geophysical sciences at UChicago, and co-author of the study, which appears in the March 25 edition of Nature Geoscience.

"What we found is that the child does not look any different compared to the Earth," Dauphas said. "It's a child with only one parent, as far as we can tell."

The research team based their analysis on titanium isotopes ? forms of titanium that contain only slight subatomic variations. The researchers selected titanium for their study because the element is highly refractory. This means that titanium tends to remain in a solid or molten state rather than becoming a gas when exposed to tremendous heat. The resistance of titanium isotopes to vaporization makes it less likely that they would become incorporated by the Earth and the developing moon in equal amounts.

Titanium also contains different isotopic signatures forged in countless stellar explosions that occurred before the sun's birth. These explosions flung subtly different titanium isotopes into interstellar space. Different objects in the newly forming solar system gobbled up those isotopes in different ways through collisions, leaving clues that let scientists infer where the solar materials including the moon came from.

Planetary DNA

"When we look at different bodies, different asteroids, there are different isotopic signatures. It's like their different DNAs," Dauphas said. Meteorites, which are pieces of asteroids that have fallen to Earth, contain large variations in titanium isotopes. Measurements of terrestrial and lunar samples show that "the moon has a strictly identical isotopic composition to the Earth," he said.

"We thought that the moon had two parents, but when we look at the composition of the moon, it looks like it has only one parent," Zhang said.

Zhang initially found variations in the titanium isotopic composition between the lunar and terrestrial samples. She then corrected the results for the effects of cosmic rays, which could have changed the titanium isotopic composition of the lunar samples.

The Earth and the moon are constantly bombarded by cosmic rays from the sun and from more distant sources in the galaxy. Earth's atmosphere and magnetic field prevents most of these rays from reaching its surface, but the moon has no such protection.

"We compared the titanium isotopic composition with samarium and gadolinium since those two systems are very sensitive to the cosmic-ray effect," Zhang said. The only compositional differences the scientists expected to see in samarium and gandolinium between Earth and moon would be the result of cosmic rays. "We found a very nice linear correlation between titanium and samarium or gadolinium," she said.

Zhang's titanium analyses greatly reinforce previous work by other researchers who came to the same conclusion after comparing terrestrial and lunar oxygen isotopes, which are less refractory and thus more likely to gasify during a giant impact than titanium.

Lunar Conundrum

Solving the conundrum of the moon's origin probably will prove challenging because all of the alternative scenarios for the moon's formation have drawbacks.

For example, it is possible that even though titanium is refractory, it might still have gasified in the giant impact and then became incorporated into the disk of Earth-orbiting material that developed into the moon. This might have erased the signature of the titanium from Theia, which could explain the UChicago team's observations. The problem with this scenario is that the disk may have fallen back to Earth if too much material was exchanged between the two bodies.

An old idea, long abandoned, is that the moon arose via fission from a molten, rapidly rotating Earth following a giant impact. This idea explains the similarity between Earth and moon, but how such a large, concentrated mass could spin fast enough to split in two remains problematical.

According to a third scenario, Earth collided with an icy body lacking entirely in titanium. There are no bodies made purely of ice in the solar system, however. "They would always have a significant fraction of solid material, so you would still expect the object to deliver some titanium," Dauphas said.

It's also possible that Theia had the same composition as Earth. This is unlikely, however, because of the widely accepted view that the Earth incorporated material over tens of millions of years in collisions with smaller bodies that flew in from different regions of the developing solar system.

"We thought we knew what the moon was made of and how it formed, but even 40 years after Apollo, there is still a lot of science to do with those samples that are in curatorial facilities at NASA," Dauphas said.

Firms ?go green? with unified communications platforms

Article by bythesea

Many businesses are choosing to take up unified communications platforms like VoIP and video conferencing as they can boost their green credentials, it has been suggested. Writing for Daily Commercial News, Korky Koroluk said the ?green revolution? seen in IT in recent years is increasing levels of interest in voice and data services.

He explained that quality virtual conference rooms can allow companies to quickly swap information and take part in presentations and brainstorming sessions without having to pay for potentially costly travel expenses. ?All a user has to do is log into a secure URL for visuals, and a standard phone link or VoIP for the audio portion,? he added.

Mr Koroluk?s comments have come after Robert Pose, editor-in-chief at news website VoIP Evolution, said many enterprises now regard VoIP phones as a vital mainstream technology. He added that the systems are also being slowly adopted by smaller firms. Check out Maintel for secure business telephone systems.

Unified communications ?can be defined in different ways?. Different companies can look at unified communications (UC) in a number of ways, an expert has revealed. According to Art Wittmann of InformationWeek, some firms look upon the concept as the replacement of consumer-based chat tools with enterprise-related versions, while others see it as the deployment of major tools like video conferencing.

In a column for the website, he explained that many companies look at the idea as the ability to select what they regard as important. He added: ?That requires having a strong IP and SIP infrastructure, so that implementing the desired technologies is cost effective while letting your architects leave off any app that doesn?t benefit the organisation.?

?That?s making UC much more approachable this time around.? Robert Pose, editor-in-chief at news website VoIP Evolution, recently suggested that VoIP phones have now become a mainstream IT technology, particularly due to the number of larger firms making use of the systems.

Destruction as Syrian forces take opposition town

BEIRUT (AP) ? Syrian activists said Wednesday a government offensive in northern Syria during which troops overran a major opposition stronghold has left behind scenes of destruction, with corpses in the streets, homes burned to the ground and shops that have been pillaged and looted.

The reports of 40 people dead in Saraqeb since Sunday come as Arab leaders meeting in Baghdad remain deeply divided over how to help solve Syria's yearlong crisis. President Bashar Assad said he has accepted a six-point U.N. plan to resolve the conflict, including a cease-fire, but the opposition is deeply skeptical that he will carry it out.

The fall of Saraqeb, a large town on the main highway linking the northern city of Aleppo with the Syrian capital, was the latest in a string of opposition strongholds to fall to ruthless assaults by the better-equipped Syrian military. Most of those strongholds and areas around them have since seen renewed flare-ups in violence, reflecting the resiliency of the uprising and the military's inability to firmly put down the revolt.

Activists on Wednesday also reported clashes between Syrian army units and rebels in the country's center, east and south.

At least four civilians, four soldiers and five army defectors were killed in the central town of Qalaat al-Madiq and nearby villages, activists said, as troops advanced and closed in on rebels. The town, in Hama province, has been battered by heavy machine guns and artillery for days. Activists said the town's historic castle was not spared the shelling.

"People are fleeing their homes, many of them unsure which direction to take," said an activist in the area who identified himself as Ammar.

The military seized Saraqeb overnight after a four-day offensive that began Sunday. Rebel fighters had an active presence in the northern town and used it as a base to target army convoys nearby. In Saraqeb, as in other towns and cities recaptured recently by the army, Syrian troops left behind a trail of death and destruction.

The Local Coordination Committees network issued an appeal for international humanitarian organizations to urgently visit the town and said there were many unidentified corpses and wounded people there.

"Regime forces have forcibly displaced a large number of activists' families, and burned and shelled approximately 300 homes. They also pillaged and set fire to most shops," the LCC said in a statement.

The British-based Syrian Observatory for Human Rights confirmed the reports and said most of the town's residents had fled along with the rebels. It said more than 40 people had been killed during the fighting over recent days.

The reports by the groups and by other activists could not be independently confirmed. Video from Saraqeb posted on the Internet appeared to back claims of destruction and pillaging.

One video showed what appeared to be a destroyed home. Another showed burned out apartments, several burned cars and a row of shops with their shutters blown off. The slogan "Down with Bashar" was sprayed on one of the shutters. "Down with Iran's dog," read another. Iran is one of Syria's last close allies.

Activist Fadi al-Yassin in the northern province of Idlib said the army was now in full control of Saraqeb, stationing snipers on rooftops and conducting searches and raids using civilian cars and taxis to confuse residents.

He said army defectors known as the Free Syrian Army resisted on the first day but then pulled out, fearing that they would bring more destruction on the town.

"They fled because there was no way they were going to be able to face the regime's huge military force," he said by satellite phone.

He put the toll at around 50 killed since Sunday, mostly civilians but also including rebel fighters.

"The situation is very hard on the ground, and it's difficult for us to get there to find out exactly what is going on because the army is in complete control of the city," al-Yassin said.

Elsewhere, three Syrian soldiers were killed in clashes with rebels in the central province of Homs on Wednesday. The Observatory said the fighting broke out when government forces tried to enter the town of Rastan, which is in the hands of army defectors. The activist group also reported clashes in the Deir el-Zour province along the Iraqi border and said government troops fired mortars at the city of Homs.

The official Syrian news agency, SANA, said "armed terrorists" ambushed an army general in the northern province of Aleppo, shooting him to death.

The fresh violence coincides with a new wave of international diplomacy seeking to end the conflict that the U.N. says has left more than 9,000 people dead.

Syria said Tuesday that Assad accepted a peace plan put forward by U.N.-Arab League envoy Kofi Annan. The plan calls for Damascus to immediately stop troop movements and use of heavy weapons in populated areas and to commit to a daily two-hour halt in fighting to allow humanitarian access and medical evacuations.

It also calls for a full cease-fire to be supervised by the U.N. so that all parties can discuss a political solution.

Members of the fractured opposition struggling to end Assad's rule accused him of using the plan to stall for time as his troops make a renewed push to finish off bastions of dissent.

The U.S. and Britain, both of which have called on the Syrian president to step down, said Assad must back his words with action.

U.N. Secretary-General Ban Ki-moon said Syria's acceptance was "an important initial step" that could bring an end to the violence.

"I strongly urge President Assad of Syria to put those commitments into immediate effect," Ban told reporters in Kuwait City. "There is no time to waste."

The 22-member Arab League was discussing a new resolution on the Syria conflict at a summit in Baghdad. The body's foreign ministers were expected to ask their heads of state to urge the Syrian regime to halt its crackdown on civilians, allow humanitarian groups into the country and free detainees. The ministers were meeting in the Iraqi capital on Wednesday, and heads of state will gather on Thursday.

A Syrian Foreign Ministry spokesman, Jihad Makdessi, said Damascus would "not deal with any initiative" that might come out of the 22-member Arab League.

The League suspended Syria's membership last year as a part of a package of sanctions aimed at pressuring it to stop the crackdown.

Arab countries are divided over how aggressively to intervene in Syria's turmoil. Gulf nations, particularly Saudi Arabia and Qatar, are believed to want to start providing weapons to Syria's rebels and even carve out a "safe area" inside the country that the opposition can use as a staging ground.

Iraq, the host of this week's summit, is more cautious. Baghdad's Shiite-dominated government is close to Iran, Assad's closest ally, and is wary of hurting those ties.

Why Your Business Should Have Health And Safety Training

This article has been viewed 24 times.

It is easy to underestimate the risk of accidents in the workplace. People can easily overlook what poses a trip hazard while some people even simply laugh off how dangerous slips can be. However, slips, trips and fall accidents actually account for well over half of all major workplace injuries every single year and this startling statistic simply cannot be argued. The simple fact is that slips and trips are highly dangerous yet they are also, in the most part, completely avoidable by simply following some simple rules.

It is statistics such as this that make it clear how important it is as a business to make sure that you receive adequate training on how to avoid these types of simple accidents. These are important as they allow you and your staff the ability to have a workplace that is safe and secure to work in. This means that you can of course avoid the pain and anguish that a serious trip or fall can bring, but from a business perspective it also means that you can effectively save money.

Slips and trips cause serious time off of work that cost you and your business money in sick pay and can cause other indirect costs such as lost business and reduced output. Not only that, but of course there is the chance of being sued or having to assist or even completely pay for treatment and assistance. It can also be bad for public relations and of course as an employer you have a duty of care in the first place so ethically it is important that you do everything possible to avoid these sorts of accidents as well.

Many employers believe training is confusing, expensive and too time consuming. However, there are a number of companies that will come to your office or place or work and teach you and/or your staff about the basics of health and safety and avoiding trips and falls. This training is highly cost effective, and when weighed up with the potential costs described above, can quickly become invaluable. The truth is that some training can be as quick as just twenty minutes as well, meaning minimum fuss and disruption to you business. After this training, it is simply a case of making sure that you and employees practice what was learnt to see instant and dramatic improvements in the level of health and safety.

So, the question really is can you afford NOT to have this type of training?!

iHASCO offers a range of programmes that deal with health and safety issues. The programmes offered are truly interactive, enjoyable and knowledge-packed. They allow you, your team and your business to benefit from advanced health and safety training which will make your workplace safer and more enjoyable to work in. slips trips and fallsThis article was prepared for you by rosalyngibbs, one of our 'Authors'.

NATO Chicago summit security looks at ... - Crain's Chicago Business

(Crain's) ? NATO summit security precautions could force the shutdown of several rail lines running from the South Side into downtown Chicago, potentially disrupting upward of 25,000 morning rush-hour commuters.

In addition to rail lines that run under the McCormick Place summit site, Lake Shore Drive and the Stevenson Expressway, which run right next to the convention hall, might be restricted or closed during the two-day summit, just as an interstate highway adjacent to the 2004 Democratic National Convention site in Boston was shut down.

As City Hall and protest groups argue over where protesters will be permitted to march, local officials and the public are waiting for a detailed plan from the U.S. Secret Service, which is in charge of overall security because the summit has been designated a National Special Security Event, like a presidential inauguration or the Super Bowl.

Less than two months before some 50 heads of state and thousands of dignitaries meet Sunday and Monday, May 20-21 at McCormick Place, the NATO summit has generated controversy in Chicago over the potential disruption from protests and violence. But security put in place to handle demonstrations and protect VIPs could create its own disruption and controversy.

?You mean the NATO nightmare? There is a desire for total perimeter control. It could mean the cessation of rail service,? said Gerald Hanas, general manager of the Northern Indiana Commuter Transportation District, whose South Shore Line carries about 7,000 passengers each weekday on rail lines running under McCormick Place into downtown Chicago. The train originates in South Bend, Ind. Weekend ridership averages 3,000 people a day.

While shutting down the rail lines has been put forth as a ?worst-case scenario,? Mr. Hanas said, ?they are still discussing that. All options are open.?

In addition to the South Shore line, Metra, Amtrak and the Canadian National Railway operate trains that run under McCormick Place. The Metra Electric Line carries an average of 36,300 riders (in and out of the Loop) each weekday on 172 trains running under the convention hall, and Amtrak has six trains a day on that route. Average weekend ridership is 13,600 a day.

Spokesmen for Amtrak, Metra and CN declined to say what options are under consideration but said they have been meeting with the Secret Service. ?We've not been told we can't operate,? an Amtrak spokesman said.

The Chicago Department of Transportation did not respond to requests for comment on whether Lake Shore Drive and the Stevenson Expressway might be shut down during the summit, which is scheduled to run from 2 p.m. on Sunday to 2 p.m. on Monday.

A spokesman for the Illinois Department of Transportation could not confirm that closure of the highways is under discussion, saying that the state is ?still in talks with federal and local authorities and it's a bit premature to speculate about which roads would be impacted, if at all.?

Earlier this month, the Coast Guard signaled that it would shut boat traffic on parts of the Chicago River and Lake Michigan during the summit as a precaution.

During the Democratic convention in Boston, local officials rerouted traffic on I-93 starting at 4 p.m. every day in order to have it totally clear next to the Fleet Center convention site by 7 p.m. Local authorities took advantage of the nightly closures over four days to make road and bridge repairs, according to a review of the shutdown by the Department of Transportation.

The Secret Service is expected to issue a detailed security plan about two to four weeks before the summit.

A spokesman for the Secret Service said he couldn't get into specifics about the security planning, but ?the process is ongoing; things change constantly.? While inconvenience to the public is one of many factors considered, he noted, ?security is paramount.?

Google offers new way to track usage of services

SAN FRANCISCO (AP) ? Google is offering to provide a monthly report to people who want to keep track of their activities on some of its most popular services.

The tool unveiled Wednesday includes a breakdown of Gmail correspondences and search requests entered while logged in. The summary also lists the Web browsers and operating systems used during logged-in sessions. Google Inc. also is reporting the countries where logins originated.

These details could help flag unauthorized account usage.

The monthly activity report will be sent by email to those who sign up for it. It's an offshoot of another tool called Google Dashboard, which provides an even more extensive look at how people use Google products.

Google recently changed its privacy policy so it can link more data collected from its various services.

Ben Woods: Confidence, Health and Fun the Recipe for Louisville's Success

I never turn off a University of Louisville basketball game at halftime, but this time, I did.

It was the regular season finale -- senior day at No. 2 Syracuse. After leading by 5 early, Louisville was down by 10 at half. That doesn't seem terrible, but following a home loss to South Florida and woeful shooting in its previous three games, it became unbearable to watch.

For the game (in which I ultimately watched the waning minutes), Louisville shot a slightly-better-than-whole-milk 8.7 percent from the 3-point line. Meanwhile, Syracuse shot a pedestrian 42 percent en route to a 58-49 win and the No. 1 seed in the Big East tournament.

This game seems as if it were two decades ago. Fortunately for Louisville, head coach Rick Pitino had something up his sleeve. He told his team to forget about the regular season and focus on the new season -- the postseason.

It worked. Louisville has won eight straight, including wins over five ranked teams, heading into quite possibly the biggest game in the history of basketball in the state of Kentucky: a Final Four date with University of Kentucky in New Orleans.

How is a team that couldn't hit a basket in its final regular season game playing in the Final Four? All year long, the pundits questioned the amount of talent on the Louisville squad, despite having three McDonald's All-Americans. People also wondered whether Pitino, who was nominated this year for the Naismith Basketball Hall of Fame, was past his prime. This is to be expected after back-to-back first-round NCAA tournament losses.

One reason is now, the team is healthy, or at least, relatively stable. Three players were lost to season-ending injuries, and numerous players missed games due to injuries. The players who will be available Saturday have been playing together since early February.

But the real reason, I think, is confidence, team cohesiveness and, oddly enough, fun.

Louisville has a number of decent shooters, yet they've had abysmal percentages in a couple of losses this year. Like most sports, bad plays and decisions are sometimes hard to shake off, but that's the only way to do it and be successful.

There's no doubt that this is a confident bunch now, and furthermore, they are an entertaining and likable group at that:

  • Russ Smith ("Russ-diculous" as Pitino calls him), the out-of control sophomore guard who never passes up a shot and made headlines by giving Pitino bunny ears during a live interview;
  • Gorgui Dieng, the sophomore center who speaks five languages and blocks shots, but then lends a hand to shooters who fall down;
  • Chane Behanan, the freshman forward who is as bold with his game predictions as he has become battling for points and rebounds, as noted by his West Region MVP award;
  • Peyton Siva, the often-maligned junior point guard who has returned from a nagging ankle injury in time to play his best and take home the Big East tournament MVP;
  • Chris Smith, the senior guard who has emerged from the shadow of his big brother, NBA star J.R. Smith, to post solid numbers across the board;
  • Kyle Kuric, the senior forward who came in as a walk-on, was put on scholarship but gave it up this year for team depth and currently leads the team in points.

Simply put, they're just a good group of guys who play hard and enjoy doing so with each other. And it's not as if these guys haven't had this attitude all year long. It's just a whole lot more fun when you're winning. That's why the game at Syracuse was such a downer for me, because I thought these guys deserved better.

I wasn't the only one who felt this way. Mike Rutherford, from the Louisville sports blog site Card Chronicle, expressed a similar sentiment. "I felt like if things weren't going to change that afternoon then any hope for some miraculous turnaround was officially out the window," Rutherford said. "But now we're here and I still have no idea how it happened."

This opinion could not have been clearer following Louisville's 50-44 victory over Cincinnati in the Big East championship. The happiness displayed by the team, coaches and everyone involved with the team was overwhelming. Team members pranced around the floor together, as if they were kids in the middle of a giant ice cream party. Family members and former Cardinal stars gathered and reveled in the tourney run.

This has been a remarkable accomplishment for a team that has no individuals on any All-America team, nor on the All-Big East team. Pitino deserves a large amount of credit, but despite his optimism, the team could have folded at various times during the postseason. Louisville had big leads whittled to single digits against Marquette and Cincinnati in the Big East tournament, but they prevailed in each. New Mexico made a furious comeback attempt in the NCAA third round, only to fall by 3 points. And when a solid Florida team was up 11 late, the Cards made their own comeback and held on for a 4-point victory.

Louisville is now two victories away from the grand prize -- the NCAA National Championship. Athleticism alone won't prevail, but a combination of teamwork and confidence, together with a dash of craziness and light-heartedness might do the trick. If anyone warrants the title, it's this group of uncommon Cards.

AP Interview: Mali coup head dismisses countercoup

BAMAKO, Mali (AP) ? Mali's U.S.-trained coup leader said Saturday he is in control of the country, has no fears of a countercoup and wants peace talks with the rebels whose northern rebellion was the trigger that led him to oust a democratically elected president.

Capt. Amadou Sanogo, who appeared exhausted, his voice hoarse, stressed the importance of unity for the West African nation in an exclusive interview with The Associated Press at Kati garrison outside Bamako, the capital. What started there Wednesday as a mutiny of low-ranking officers and rank-and-file soldiers turned into a full-blown coup d'etat.

"Tuareg people in the north, Arab people, are our brothers. ... I want all of them to come to the same table right after this interview, my door is open, we should talk about this process," Sanogo said.

Sanogo's ouster Wednesday of President Ahmed Toumani Toure just five weeks before he was to step down after presidential elections threatens the cause of democracy in a region prone to coups and jeopardizes Mali's standing at the heart of the Western-backed fight against Africa's thriving wing of al-Qaida.

The European Union, the World Bank and the African Development Bank all have suspended aid because of the coup, and the African Union has suspended the country's membership. The United States is considering suspending all but humanitarian aid.

"Right now I'm in control of all the country," Sanogo, 39, said confidently.

But rebels seeking to create a separate state in northern Mali for the nomadic Tuareg people have taken advantage of the power vacuum to advance to the gates of the strategic northern town of Kidal. Soldiers are deserting by the dozens while others are retreating without a fight amid disarray in the army command, a senior rebel commander told the AP on Thursday. The rebels are led by battle-hardened colonels who fought in the army of Libyan dictator Moammar Gadhafi before returning home heavily armed.

Mali's land borders and airspace remained closed Saturday, trapping thousands of visitors including three African foreign ministers who were there for a meeting. The country has been under a curfew since the coup.

Sanogo would not say where Toure is, or even if he knows his whereabouts.

"As a soldier, I have my secrets," is all he would say.

Pushed about whether Toure is protected by any soldiers, he said "Not even one."

He was contradicted by one officer who told the AP that a handful of the red-bereted parachutists who made up the presidential guard remain with the toppled leader. The officer spoke on condition of anonymity for fear of reprisals.

The African Union also said Thursday that it has information that Toure is safe, under the protection of Red Berets at a location not far from Bamako.

Sanogo, however, claimed the Red Berets were with him, and at least three soldiers in his office at Kati garrison sported red berets.

The putschists have also arrested at least three Cabinet ministers, but the whereabouts of Defense Minister Gen. Sadio Gassama are unknown.

Sanogo says he acted Wednesday to avert a national security crisis because the government was not providing the arms and ammunition needed to fight the rebels, who have killed scores of soldiers.

On Friday, state radio and TV went dead for about an hour and troops set up barricades around its downtown headquarters, raising speculation that a countercoup was in progress. Rumors coursed that Sanogo was wounded, even dead.

But the television station flickered back to life, and later showed Sanogo in a room of soldiers wearing different uniforms and berets, which the coup leader said indicated they were members of the police, the paramilitary gendarmerie and the Red Berets. It was a show of unity meant to dispel reports of a divided army.

When asked about a countercoup, Sanogo calmly responded: "To be honest, I don't fear."

The Africa Command of the U.S. Defense Department confirmed that Sanogo received basic officer training in the United States as well as participating in several other training programs there.

State TV and radio on Saturday repeated warnings for soldiers to stop the pillaging that began Friday, when soldiers were stealing everything from people's cars to bananas being sold by vendors on street corners.

State TV and radio were also broadcasting a communique urging gas stations to reopen. They had closed because soldiers had been ordering their vehicles refilled without payment.

Saturday morning, major stores and the city's downtown market remain shuttered. People fearful of more trouble rushed around small grocery stores and roadside vendors to stock up on food supplies. Cars returned to the streets as the looting subsided.

Sanogo played down any chaos.

"People are starting with their daily life, the market is open, transportation has been going on now. I believe I am getting closer to what I promised to my people," he said.

But he has offered no clear agenda.

"I'm scared to say it but it must be said: We can never put our confidence in a young soldier with a gun," said Kalifa Keita, 30, who was buying goods from a street vendor in downtown Bamako. "The problem is that these things take time to resolve, and that makes me afraid."

This week's coup represents a major setback for the nation of 15.4 million at the bottom of the Sahara desert. Although Toure initially took power in a 1991 coup, he became known as the "Soldier of Democracy" because he handed power to civilians, and retreated from public life. Years later he re-emerged to win the 2002 election and was re-elected in 2007.

A dozen candidates were running in the April 29 vote, which is now in jeopardy.

Montana Awaits Campaign Finance Law Ruling from High Court

Posted By Elaine S. Povich | March 20, 2012

Montana?s century-old campaign finance law which bans direct corporate contributions is being held in abeyance pending U.S. Supreme Court action, throwing the door wide open for companies and labor unions to pour money into the state?s races.

The hotly contested Montana Senate race between Democratic Sen. Jon Tester and ?Republican Denny Rehberg already is attracting a fistful of corporate dollars, and local analysts say that some of those dollars also will soon be flowing into the governor?s race and other local races as well, including state legislators, particularly after the June primaries narrow those fields.

Part of the reason that corporations are so interested in Montana is because there are many mining and ranching companies there which could benefit from political decisions these candidates will be in a position to make. Outside political groups as well ? especially the American Tradition Partnership (formerly known as Western Tradition Partnership) the group that originally filed suit against Montana?s election law ? are gearing up to spend lots of money in the races.

But circumstances also could mitigate against millions coming into Montana from the outside ? advertising media doesn?t cost much there and since Montana has had anti-corruption campaign laws in place since 1912, a huge influx of corporate money in state and local races probably would backfire.

?Campaign finance ? that?s not normally sexy, not normally something that drives voters,? said University of Montana political science professor David C.W. Parker. ?That said, Montana?s a state that?s had this long history of concern with outsiders ? corporations, the federal government, outsiders in general and wanting to keep them out.

?There?s a concern with ?big evil corporations?, ?big evil government? looking like they are trying to purchase or own the state,? he said.

But Donny Ferguson, spokesman for American Tradition Partnership, said the Montana law is an unconstitutional infringement on free speech, is outdated and stems from political corruption a century ago.

?The only ones defending the unconstitutional law are the defenders of the ongoing corruption in Helena,? Ferguson said. A contribution limit of $160 is an unreasonable limit on a Montanan's right to speech. Other states have much higher limits, and their elected officials are much less corrupt than some we have seen in Montana.?

He pointed to the resignation of Dave Gallik, former head of the Political Practices Commission, which oversees campaign laws in the state, after allegations that he improperly conducted private business from his office. And he cited former Department of Transportation Director Jim Lynch?s resignation after charges he broke the state?s nepotism laws.

But defenders of the law, including Attorney General Steve Bullock, a Democrat who is running for governor, say it helps prevent excess money from leading to corruption in the state.

?What this does is it drowns out the voices of Montanans," Bullock said when the lawsuit was filed against the law. "We have a long history of people being involved in the political system, and individuals matter. With unlimited contributions and very little disclosure, I think people are relegated to the back seat."

Parker says the outside money is poised to come in, now that the law is on hold. He said mining corporations have contributed heavily for Rehberg. In addition Americans for Prosperity, funded by the silver-rich Koch brothers, ?is just the kind of group, given the stay (of the law) that will be putting money into the governor?s race and legislative races.?

The case dovetails with the federal ?Citizens United? case, in which the Supreme Court ruled that corporations and labor unions have the right to contribute to political races directly from their treasuries without setting up Political Action Committees. With the Supreme Court putting the Montana case on hold until they decide whether to review it, the Montana case could directly impact that decision.

Paul Ryan, of the Washington-based Campaign Legal Center that studies campaign laws, said it is now ?open season? in Montana for an influx of money attempting to woo state lawmakers with significant influence over access to the state?s resources, now is the time.
If you want to buy influence in the State of Montana with public officials, it?s a heck of a lot easier with the state Supreme Court decision on hold and the ability to spend money right out of corporate coffers on election ads.?
